Director of Finance and Operations

Ms. Celia Luna is a seasoned finance and accounting professional with more than 20 years of experience leading financial operations across nonprofit, higher education, and corporate environments. She has held progressive leadership roles overseeing financial reporting, budgeting, and forecasting, audits, internal controls, grant and fund accounting, cash management, and operational finance. Celia also brings prior higher-education experience and an understanding of the unique financial and operational needs of academic institutions. She holds a Master of Business Administration and has partnered throughout her career with executive leadership, boards, auditors, and organizational teams to promote financial accountability, transparency, and sustainable growth.

Celia believes that effective financial leadership extends beyond managing numbers—it is about providing the insight, structure, and stewardship that allow mission-driven organizations to thrive. She is passionate about strengthening financial processes, creating efficiencies, and making financial information accessible and meaningful to the people who use it to make decisions. At ICSW, Celia is committed to bringing a collaborative and thoughtful approach to financial stewardship while supporting the Institute’s mission, its academic community, and its continued growth and success.

Outside of her professional life, Celia enjoys spending time with her family and being present for the people who matter most to her. She enjoys supporting her children in their academic and athletic pursuits, with basketball and soccer being a particular passion. Celia also values lifelong learning and personal growth. Whether cheering from the sidelines, spending time with family, or simply enjoying time to recharge, she appreciates the moments that allow her to stay connected, grounded, and inspired.
